It depends on the operation I'd think. If they were going into a structure, like on a hostage rescue mission, etc. I'd think they'd fire/throw some sort of CS/Tear Gas. That of course would certainly effect the "bad guys" and attrite their ability to fight, etc. And not hurt the hostages permanently …
