I downloaded the latest 8th edition rules updates and there are some interesting changes. The biggest one I noticed at first glance was the revised "Summary Execution" rule for commissars. The original rule just said that if a commissar was within 6" of a unit the most it could lose from a failed morale check was one figure (executed to encourage the others). The revised rule just gives the unit a re-roll on the morale check. This is a huge change. Before, you could have your 50-figure conscript unit and a commissar soak up enormous amounts of fire with no morale effects beyond that one poor executed guy. Now, if your conscripts take a bunch of casualties in one round, a lot of the rest will run away, commissar or no commissar. |

Probably given all the advantages horde armies have in the new rules this may have just made them a little over the top. |

This seems like a very appropriate correction. I've had several miserable games against horde armies recently. Even my opponents acknowledged that something needed to change. |

I think the problem is that the bolter just doesn't work the way it used to. You shot an IG guy with a bolter in 3rd and he usually went splat. Now they have a 5+ save against it. Before you killed them 2/3 of the time you hit, now only a little less than half the time. It is a bit different with bolt rifles from Primaris but they still get a save so Guard are more likely to survive a bolt rifle shot in 8th edition than they would be to survive a shot from a bolter in 3-7th. |

Also, flamers and large blasts were far more effective vs those hordes… unless they really managed to maximize their coherency, which is hard to do with terrain and enemy units around. |
