Dear Charles,
I recommend Nick Wright's "Galleys and Galleons".
With a few rules amendments for squadrons we had 47 ships, 8 squadrons, 6 commanders, all done and dusted in four hours at an average speed of four minutes per squadron:

We use wooden ships & iron men on a cigar box battlemat with hexes

Another nod for WS&IM. I'm comfortable running 5-6 ships of the line at a fast pace.

I think Form Line of Battle fits for this. the description specifically says "We would recommend that each player should have up to 3 vessels under his command."

As someone else who recently dived into AoS gaming, I would highly recommend that you decide FIRST if you're using hexes or not, as that will save you time and allow you to focus.
