Does anyone make 28mm mounted US Cavalry Indian scout suitable for plains wars? I found one Apache but nothing for the plains. Looking for one wearing some cavalry clothes, jacket, hat, etc.

Old Glory has one, but you would have to buy the Custer mounted command set.

Old Glory's Cowboy Wars Range (not their Warpaint range) offers two packs of Army Scouts which each contain two mounted scouts and two scouts on foot. Although there are no pictures available, I can attest that these are wonderful figures and will work very well for what you want. I have both packs and am very pleased with them.

Most Indian scouts wore their normal tribal clothing. Also, the army used different tribes as need arose. In the Red River War, the scouts in Miles' column were Delaware, the scouts in Price's column were Navajo, Buell used Negro-Seminoles, Mackenzie used Tonkawas, Negro-Seminoles, & Lipan Apache, The Tonkawa scouts also had women with them who on occaision participated in the fighting.

Some of the scouts wore parts of the uniform, but so did some members of the enemy tribes – Roman Nose & Satanta for example.
