Is this the new FoG3? Why is the terrain always on periphery of the battle, that is always along the table edges? Is that in the rules, or is that just your group's preference?

This is not FOG 3.0. This is a fast play variant. Generally speaking terrain falls along the edges by design. There is the option to adjust pieces after placement but most adjustments have been such as moving along the edges.
