Any help would be appreciated in getting started in the War of Spanish Succession… skirmish as an entry, 25-28mm.

2 Hour Wargamers has free set of skirmish rules for gunpowder that should be easily adapted. His napoleonic skirmish rules are dandy. Ganesha games too.

It uses 12-ish figure units and, while dated, does a good job. Also on the site, somewhere, is another home-brew set using similar basing.

For rules, Song of Drums and Shakos for very small skirmish, I've planned a project for that in 15mm. Next game scale up could be something like Sharp Practice 2 or Pikemen's Lament.

I recommend "Donnybrook" for skirmish and "Beneath the Lily Banners for larger scale combats.

I am probably going to go with 28mm EBOR. In that light the Warflag link proves handy and inspires what I hope for, 12 figs for the units. I may base individually and then have flexibility.

I have decided in favor of 10mm Pendrakon. I have a couple of army sets now. I picked this scale to experiment and to work within a table size that is doable for now.

Mean time, I have grabbed Maurice and the campaign cards. I will also be reviewing Volley & Bayonet and some of the online scenarios, for some inspiration.
