This is the sort of thing a really good intelligence service uses. Get people started on garden variety corruption that involves some operational information that seems benign. Then you real them deeper and deeper in, until they're facing treason charges.

Remember, these guys manipulated operational schedules. Once you can subtly adjust the positioning of the other guy's units, you can get a huge advantage.
