Is this from November a believable report? If so, is it still happening? link Is there anything else more recent on this topic? I really need someone strong in Google-Fu. China's plan for a base in Djibouti, which will be right next to the base for US Africa Command and which will likely be a staging point for peacekeeping missions, seems to be going on as planned. link
