Is there anything else more recent on this topic? I really need someone strong in Google-Fu.

China's plan for a base in Djibouti, which will be right next to the base for US Africa Command and which will likely be a staging point for peacekeeping missions, seems to be going on as planned.

I don't see why it wouldn't happen. China has been growing in the world political stage and this looks like another box to check off.
