I'm specifically looking for as close to "true 25mm" as possible. Perry are pretty large compared, and if necessary, my friend will take that route.
Wargames Foundry before the Perrys left is about as large as we can justify.

Falcon USA is impossible to find, but a source to someone making them would be cool.

"Small side of 28mm" would be ok too.

Minifigs did have some sun helmet-ed cavalry in their 25mm Boer War range, no idea if they are still in production anywhere. Caliver claim to have the Minifigs and Falcon figures but I can't see any Colonial troops on their UK web site.

dunno what size 28mm they are, but Irregular lists a couple of hussars in their British Home Service range…

Oh, you didn't specify Colonial uniform. Is there really much to distinguish Hussars from other cavalry by then. They would not have had braid on their jackets.
