"The delivery of the advanced Tosochka heavy flamethrower has been included in Russia's 2018-2025 state armament program, General Designer of the Splav Company Nikolai Makarovets said in an interview with RIA Novosti news agency.

The Tosochka is planned to replace the TOS-1A Solntsepyok heavy flamethrower system, he added. "Of course, it [the 2018-2025 state armament program] envisages this. The system will be a derivative of the Solntsepyok heavy flamethrower but feature a wheeled chassis," Makarovets said. Russian Deputy Defense Minister Yuri Borisov said earlier that the Tosochka heavy flamethrower was being developed in Russia.

"The experience of using heavy flamethrowers in desert areas has shown that wheeled chassis are more suitable for them," he added. According to him, the operation of heavy flamethrowers in the Middle East is being taken into account to develop the Tosochka system as it is planned to be delivered to Middle East countries…"

Are the Russians the only ones fielding a flamethrower vehicle? Along with that, who still uses man portable flamethrowers?
