Looking for some recommendations for 28mm civilian emergency crew/paramedics to accompany my rescue SUV and ambulance.

One question would be "In what country does the scenario take place?" For UK 1st responders the choice is a little better than US. I've got some of this gear (which I bought for pioneer tools): link

Reviresco has some modern firefighters that I have used. They may be a little small, but there aren't too many other options out there.

Recreational conflict sells UK ambulance crew in Ainsty miniatures aggro line, 28mm. We also have some hazard suited figures in the lead bones line, 28mm, one is a paramedic with bags another with a geiger counter. Reviresco has firemen in 1:64 scale
