I think there's more 'stuff' on the lower part of the design, so the gondola's mass is offset, though the whole weight…

Well, airships often have a lot of stuff inside the envelope anyway. The visible gondola is usually just the bridge or observation area.

Tactically, if you have zep-on-zep warfare it makes sense to have a top observation deck in addition to a lower one. May even be a better location for long range navigation if you can manage the mass distribution, since it'd be more convenient for taking sun and star sightings, and provide a longer horizon than belowdecks.

The model seems to have a pretty good forward view from the topdeck, too. Definitely acceptable for viewing landmarks.

Just occurred to me that a lower gondola might have proven vulnerable to ground fire. The underside of this beauty could be somewhat armoured. Dunno the Dystopian Wars pseudotech, but I assume this isn't wholly relying on hydrogen lift?
