I was lucky in that my local club had a few players that wanted to do it and bought rules and minis*.
But the Crawley guys are a case in point: Mike Jones had a boxed set and a copy of the rules, but none of the rest of the guys had any forces or a set of rules.
You fix that by turning up with two forces of your own. Ok, I've painted up a lot of toys for this and so have a lot of forces to chose from (maybe 20 different forces?) but the game can be easily played with just two detachments (one each side) and is still a rewarding play.
Then, as people can download the play sheets and supplements for free, if people want to generate their own forces, it can be an easy game to learn an afford. And all of the forces can be repurposed for other game systems.
Tony Francis – one of the Brigade team – uses his own 6mm forces (obviously!) and – in 15mm – bases the infantry using his sabot basing system so tbat he can also use the minis for games that use singly based figures (like Gruntz, for example).

* in 15mm, mind you. I had loads of forces in 28mm but none in 15mm: but, when I gritted my teeth and started painting, i have accepted it's a much better game in 15mm or 6mm. Fortunately – between Ainsty and Brigade – that's all good now
