The rules seem fairly straight forward on this, but, I want to ensure I have a clear understanding. Units cannot perform the same action twice in a turn, so move with 1 TAC or Move at the Double with 2 TAC, but not Move AND Double move (expending all 3 TAC).

Is it permissible for a unit to use 1 TAC to fire and then 1 or 2 TAC to move, double move, dig in or hold?

In a game last night it came up. My opponent fired and then dug in and or performed a Hold. We were not sure if we could really do that or not. Hold is especially confusing. If a unit fires with one TAC and then expends it's last two TAC going into Hold, does that mean the hold action negates the fire action (which is an activation)? When put in hold the unit is not counted as activated that turn, however, they are activated if they shoot first.
