Okay so I'm looking for those or a list of those who have 15mm scale Monsters and Creatures to be used for a host of things fantasy or sci-fi dungeon crawlers, random creature encounters, just thinking to shoot at or to hack and slash other then each other!

Yes, Splintered Light would have been my first suggestion. You might also take a look at Pendraken. They are 10mm, but some would work just fine.

Splintered Light and Alternative Armies/15mm.co.uk were my first two thoughts, but you can also use some of the Reaper stuff as large monsters/creatures (I use them for 3mm to 28mm).

Khurasan has some too, probably more on the sci-fi or horror end.

Battle Valor has a huge range of 15mm fantasy including a variety of criiters that would make great "random encounters."

Irregular Miniatures offer a 15mm fantasy range.

Many 28mm monsters will also work for 15mm games. Dragons and Giants become HUGE!

Rebel Minis offer some fantasy troop types, and lots of Sci-Fi as well.

Khurasan offer a lot of interesting critters in 15mm. Check out their B Movie range…

Seeing very few suppliers then one could say that there's room for more, but that's for another day, so what kind of monsters and or Creatures are needed?

The Sengoku fantasy line from Alternative Armies has quite a variety of monsters, including some modular examples.

And yes, I know because I sculpted them.

at risk of self trumpet blowing, in the demonworld range we have all sorts of critters and bugs, such as these giant fleas, seen here attacking some of our vsf 1879 Brits,

and also here facing off against some Vor growler pups, technically 28mm but they make pretty good big monsters for 15s.
