I am building an ORC battleforce and I've tried to find out any official background info for them online and haven't had any luck, so I was wondering if Jon had released any backstory for the OutRim Coalition and where that info might be found.

I am not sure there is an "official" background. Send Jon an email at GZG and ask him.

Maybe they're like the "Independents" in Firefly/Serenity, trying to keep from being gobbled up by an Alliance of central planets who only caters to their base supporters.

As I remember it;
Colonies on the outer rim of human exploration where left to fend for themselves when the major powers pulled everything in to defend the core worlds from a Kra'Vak assault. Being mostly wildcat colonies founded by 'independent businessmen' the colonies banded together in the face of the Kra'Vak and converted there heavily armed 'merchant' fleets to warships. Claims that they are just a bunch of pirates are likely to result in a long walk on a short plank.

Mal: "Wheel never stops turning, Badger."
Badger: "That only matters to the people on the rim."

I like to picture them like the Rim Federation from A. Bertram Chandler's books; A bunch that still stick with Humanity in general, but play fast and loose with non-interference rules about aliens and have their own viewpoints about the future. Their military is made up of reservists who mostly hail from other commercial groups in the rest of Human space ( Usually they departed for "disciplinary matters"), cashiered officers form other space fleets (More than likely through office politics ), and a smattering of local colonial lads and lasses with bigger dreams than their worlds can contain.
