It's a traffic camera. It constantly records so that in the event of "incidents" you have evidence to back up your side of things should the insurance and/or police get involved. Very common in Russia (which is why they got so much footage of the that meteorite "strike" a few years back) mainly so that you had footage of what the police were trying to fit you up with…

In the UK you can get reductions on your car insurance for having one on board.

Dash cams are wonderful terrible things.

It looks like the top of the container scraped the overpass and that pulled the whole rig off-balance.

As has been said. Dash cameras are very popular in Russia, partly due to the corruption of the police.
