Following up on my earlier query, I have formulated the following plan.

Perry Black Militia

I don't really like the Perry command pack. It has "too many" command figures. grin
link
But the rank and file pack has a mix of 2 cutlasses, 2 boarding pikes and 2 musketeers.

Add Old Glory Pirate range Voodoo Warriors.

Pictures available elsewhere on the web, but
I can never find them, grin

Add the Foundry Cutthroat musketeers that SuperMAx recommended.

For the sailors in the Dunmore Task Force, add Old Glory shipyards (not in the Pirate range, but in Shipyards!) sailors with cutlasses and pistols, etc.http://www.oldglory25s.com/view_product.php?product=BW406

add a small platoon of Old Glory AWI Black troops in tricorne.

Any other suggestions? Who makes "Maroons" in 28mm?

Standard scenarios. Send out the Task Force to seize cannon or burn or seize tobacco.

Not sure how helpful it will be, but here's a picture of the old glory voodoo warriors on the far side of the room.

Most are shirtless, a few have kind of a shirt vest. They all have tattered short pants, and machete like swords.

I think there's 4-5 different poses.

John,

You were on the other Old Glory site. Try these:

And the third and fourth pictures in this blog post of mine have painted examples of the Pirate cut-throat musketeers:
