Any suggestions for using 6mm figures in BP?

Would it be best to treat a base of, say, 3 or 4 figures as a single 28mm figure?

BP doesn't use a figure count.
Units are Large, Average, Small or Tiny.
It's up to you and your opponent(s) to set the standards for those.

So an Average unit might be 20 figures (or 60 6mm) or it could be 30 figures or 12. It's meant to work with any collection. Opponents can even use differing standards as long as frontages are roughly similar.

It's all about the bases. If space is not an issue, you can load up large bases with 6mm figures. If space is an issue you simply use smaller bases with less figures.

We use 30x6mm figures per 40mm base for line infantry and 20 figures for light infantry, 4 bases per regular-sized unit or 6 bases for a large unit. You can see some of this here: link or in my related battle reports.

Personally, I wouldn't bother mounting 6mm figures fewer than 10 or so to a base; I'd want to go for the mass effect. But it's your game – you can do whatever you like!

I make my standard suggestion: before you go too far, base a few experimentally for visibility and ease of handling. Almost everyone can handle a 1" base 3mm (1/8") thick, and when no one is camouflaged, an inch of castings are usually identifiable even in 5mm. Below that--smaller bases and fr castings--you can lose people. Check to make sure your regular players are going to be OK.

We have played Black Powder using our 6mm Napoleonics mounted on standard Age of Eagles stands (we use 9 infantry per stand, 6 cavalry per stand), 6 stands for a standard unit – works well and as Robert astutely notes they are decent sized bases
