I think 5Core/5Parsecs is a skirmish game with some rpg aspects.

Reasonably sure Starport Scum is a, light, rpg and skirmish game

um… they are different but how? Emphasis only? A bit more rpg in Starport, a stronger skirmish game in 5Core?

5Core is a conventional miniatures game, with RPG bits.

The rules will tell you who and what you are fighting, what they come equipped with and what each guy can do in the campaign sequence.

Think ala Necromunda. It's scenario friendly and it has that Traveller feel but it's definitely a wargame.

Starport Scum is more like classic Laserburn:
Sort of in the grey zone between roleplaying and wargaming.

It can be played as a conventional wargame but its intended to be more freeform and open-ended.

You do get tools to set up quick missions but as a player, you have to fill in some of the details yourself (or have a GM do so).

Does that make sense?

A bit more rpg in Starport, a stronger skirmish game in 5Core?
