On top of the internal turmoil, there were wars with France's neighbors. The so-called French Revolutionary Wars started in 1792. As early as 1791, the other monarchies of Europe looked with concern at the revolution, and considered whether they should intervene, either in support of King Louis XVI, or to prevent the spread of revolution, or to take advantage of the chaos in France.
In April 1792 France declared war on Austria first, after a long list of grievances presented by foreign minister Dumouriez. The Austrian and Prussian forces assembled on the Rhine River, then invaded France and took the fortresses of Longwy and Verdun. The Prussian commander, Duke of Brunswick, then issued a proclamation called the Brunswick Manifesto…"
