Looks like it's based on Heavy Metal 2000.


The drawing was based on Julie Strange, who did the voice of the character.

Its based on Julie Strain (not Strange) from Heavy Metal's F.A.K.K.2 stories. I believe they made a film about the character

Good catch on the name, Samnite308. Yes, there was an animated film with that character. Julie Strain did the voice.
