About platoon level? If I may self-promote, No End in Sight can do a dang good job, though it's aimed at infantry fights primarily.

Rules do include helicopter ops, tanks and the likes.

Focus is on managing your troops and gauging how far you can press your leaders before they crack.

Campaign rules included too.
If you check the AAR forums, our own Just Jack has been posting some reports recently for his WW2 Philipines campaign.

Also worth looking into is "Force on Force" which I haven't played more than once, but which is typically extremely popular and aimed at modern-day warfare.

Disposable Heroes with their modern supplement are awesome as well. Another + for No End in Sight.

After 10 games of Force on Force I dislike the rules to a great extent, but to each their own.

My vote would be for Force on Force/Ambush Alley rules for roughly a platoon per side.

Flames of War is also technically that 1:1 figure:trooper scale, if you're going to company+ per side engagements. Grab the Vietnam and Fate of a Nation sets for 1970s gaming.

For smaller size games the Black Ops rules work

No end in sight gets my vote too, a nice simple mechanism but plenty of scope for modifying with rules, campaign etc. I was even able to use it to create a Quar setting
