A search here didn't really drum up many results. Does anyone have a nice DIY flexible road system for 20mm?

I'm confused by the question. Aren't DIY roads any size you want them to be, by definition?

There are lots of discussions about scalable, flexible DIY and semi-DIY road techniques on TMP. Just to show a few:

Have a look at rolls of shelf liner. It's thin and flexible, and some of the patterns are fairly road-like.

A lot of it depends upon what you want the roads to be.

Asphalt is relatively easy, take the vinyl floor tiles and cut to shape, then peel the back and stick a sheet of sandpaper to it. Use some of the latex paints and you get a good end result.

You can do the same for cobblestone streets or something similar to a roman road by using some of the textured wall paper with patterns that fit.

For a dirt road or path, I'd go with the basic thing of buying some canvass cloth and spreading paintable, acrylic caulk over it before trimming it down.
