I have scenarios that call for the transport of troops in trucks & officers in a car. I can find plenty of armored cars in 20mm, but am striking out on just generic cars or staff cars. Any suggestions on finding cars in 20mm that would have been available in Spain during the SCW?

I use diecast models from Oxford Models at 1/76. They are slightly smaller than ideal but are nice models, cheap and readily available in the UK.

Reviresco make several Model T Ford variants in both civilian and military versions and a few other brands/models.

Most of these vehicles (or something that looked similar) would have remained available for use in out of the way places until post WW2 – my grandfather had a 'Bull Nosed' Morris truck registered and running until the 1960's.

Otherwise, do as Johnpreece suggests – haunt the model shops for 'toy' old vehicles, a lot are 1/96 (a bit small), 1/76 or 1/72 aka OO/HO which is roughly 20mm scale. Just take an unpainted figure with you to use a reference, the staff will understand.

Sergeants Mess and Frontline do some civilian vehicles. Not sure if they are early enough for The SCW. John Day models make a large range of mainly British vehicles for railway modellers but some of the Fords might be OK. Matador Models also have a range.

RH Models used to make a few cars in resin to complement the Bandera 20mm SCW range. Maybe they're still in production.
