Achtung Minen: What is the story behind the tiny tanks? That looks too organized to be toys. Are those for cadets?

They are the Kinder-panzer ("children tanks") of the Pionierpanzerbrigade of the East German army. They were essentially a prop used for activities involving GDR youth organizations, to encourage a sense of nationalism, socialist politics and pride in the East German military. The photo is of a mini "parade" for the young members of one such club (a small sponsored event in the tiny town of Bad Schmiedeberg from 1981).

I've heard that while the turrets could not move, the guns could actually fire 9mm pistol rounds… yes, East Germany was a strange place…

Bloody hell I would have done anything as a kid to have had a Kinder-panzer to play with in the back garden. Cool and disturbing in equal measure.
