Santa, just drop off a dozen elves with decent painting skills for six or eight months (years!?) with a healthy supply of whatever elves eat and that'll save you the cost of the figures – I have them, they just need painting. (Indian Muting, FFL, Anglo-Egyptian Sudan, Boxer Rebellion, and my own Slightly Cracked Colonials somewhat along the lines of the age of exploration – where everyone got really, really lost!

East Africa during WWI in 28mm –

German Schutztruppe: a couple Feldkompagnien (used as platoons) for starters w/MGs, and an Officer contingent
British: King's African Rifles with support as above, as a beginning collection force
Santa could get these from Brigade Games (BG models) for me!

I could press my Belgian Force Publique units in as an opposition force vs. these newly gifted Schutztruppe (for skirmishing in western East Africa), if Santa can't budget the KAR atm.

Since it is Santa's elves at work and not a real miniatures company I'd have to say Maoris. I can't find them in 20mm/1:72. Everything else is out there more or less.
