It's also an isolated and vulnerable enclave that has to be fortified as a bastion against "NATO encroachment."

Yea, ALL those unarmed, or very weakly armed, peace-loving neighbors are "a major threat" to Russia, with her much stronger military, and nuclear weapons force.
