I don't think it's limited to 28mm. It would be a gigantic monster to 15mm or 6mm figures, or a smaller monster to 54mm.

it is the Grenadier John Dennett, Sculpt, very well done with a really expressive face. It is quite small and would make a very large 15mm manticore or a juvenile 28mm manticore . I own an original and it is a really excellent sculpt. The picture does not really do it justice.
