Are there any early or pre-WW2 Japanese in 20mm plastic suitable for the war in China? Most of them seem to be later, tropical figures.

I don't think I have noticed any in plastic. Drop into plastic soldier review and have a look, but I think your options might be limited. I doubt much would be available in metal either.
