I have seen two bases per unit in several wargame periods. I know of rules such as Altar of Freedom and Will McNally AWI rules that do this. I am wondering what type of scale this is and Napoleonic rules that use it. I do know about Snappy Nappy and the rules used in the blog Dots of Paint. These are primarily brigade bases in those rules. Are there tactical sets that use two bases other than those mentioned above. Very curious and would like more information. You guys and gals are really smart and informative. Let me know if you are familiar with this approach. You may surmise that this approach is to cut down on some painting. Yeah, maybe.

I posted this again. Something went very wrong.

"Twilight of the Sun King" uses two bases per brigade and gives a believable, fast-flowing game. It's pitched at the War of the Spanish Succession, but there was a mention of the authors, or others, working on a Napoleonic version.
