I had a hard time finding bicycles back when I was doing IRA games. Sure, there's Dad's Army figures from Foundry. But I couldn't find any empty bicycles for the Irish to steal. I was able to find empty bikes at a Kmart Christmas village. Take it from there. |

15mm.co.uk has some Japanese school girls with melee weapons that could maybe be painted up as Buddhist nuns with a more conservative colouration of their clothes. I think basically you're looking for kung fu ladies, with bicycles on the side. |
