I've been approached by a manufacturer to produce terrain for a 12x12 Battle Board for use with 5150 rules, both Urban Renewal and Star Army. It would be for 28mm figures and also work with any rules as well. Think terrain that can be placed on the tiles, both inside structures and outside.

Any ideas?

He's interested more in an urban setting so this is good.

Wrecked vehicles.
Makeshift shanties made out of wrecked vehicles.

A simple, stock building, available with different exterior 'skins' – fortified, scrapyard-improvised fortified, high-tech, run-down, battle-damaged, storefront, balcony, what-have-you.
Choice of roof panels so you can 'stack' more stories on top.

Modular, hi-tech defensive barricade panels. Some sections with firing ports, gate sections, firing step. Mix and match to seal off your contaminated zones from your Elysiums.

I'd about kill for a set of Blade Runner parking meters.

piles of trash bags like what Spectre Minis did (and isn't selling anymore, damn them). Also, trash cans and/or dumpsters.

barricades made from burning tires (already made by stronghold, IIRC)

vending machines

mailboxes

Window AC units to hang on the walls of buildings

Those heavy concrete planters people are putting around government buildings, heavy enough to stop cars from ramming their way through.

Cars: intact or up on blocks, wrecked or burned out, depending on how rough your neighborhood is.

Even if the terrain is only 1 level think stairs and gantry/cat walks

I would second making the building to lift off but leaving behind the building footprint with interior walls marked. Could also do this by creating a tagboard layout to match each building.. so you get the building plus a matching tagboard blueprint that stays on the table.
