It's obviously "ultra-modern" English!

Reminds me of an aunt of mine,for whom the term "modern" (in obvious verbal quotation marks,accompanied by a sneer of distaste) was a synonym for cheap,vulgar,improper,etc,etc.

Once,after seeing a cat walk off,leaving her "doings",she remarked that "decent cats always covered up their mess,but these 'modern' cats--"
