In terms of size, 3(3)'s shield is closer to the Achaemenid spara/gerrhon than to the Pazyryk example – see

But not in the pattern perhaps made by its method of construction. similar patterns are produced on a Graeco-Roman or Parthian Leather and Cane Shield, Dura-Europos (Syria) ca. 323 B.C.-A.D. 256 and a shield at top right of Sculptures of Sargon II at Dur-Sharrukin (Khorsabad), The Assyrians Besiege and Assault the City of Pazashi (Panzish), in 715BC

With dates ranging from 2nd century BC to 5th century AD, is the Orlat Battle Plaque, early Sarmatian {Kangju (K'ang-kiu) or Yuezhi} or Hun {Tashtyk, 'White Huns' – the Hephthalites?
The high collars are like an armoured bodhisattva from Mucilinda cave, 8th century, Tuyoq

As always this is tremendous stuff. If only it could all be pulled together into a book. I know there are various existing Ospreys and Montverts which deal with parts but to get it all together with good quality illos would be an acievement.

And for some figure manufacturer to take up the challenge . . .1st Corps already do excellent Saka and Aventine do both early and late Sassanids. But no one does those defensive collars and associated armour types, I don't think.
