I want to make some hidden unit markers. These will be a base with 3-4 figures each, but the figures will just be spray painted gray, on a flocked base. I need 12-18 per faction, and want super cheap. I've checked the local toy aisles. I'm fine if they are all identical. And I only really need foot troops.

Ideas?

The EM-4 is perfect. The Old Glory are over $2 USD each – more than I want to spend….

Have you considered the pastic 1:72 stuff. Most races available and cheap.

Check out the Dark Alliance figures, as well as the Light Alliance: all 1/72 scale, soft plastic, sets of roughly 35 figures for around $15 USD-$20, delivered. Detail is nice for the Dark Alliance sets I've ordered (images here). And a teaser image from my blog of the Orc Warg Riders (they make excellent Goblin Warg Riders, though the Wargs are on the smallish side for Golins…).
