Probably Rebel minis, but for a horde like that I've read of many who buy bulk 1/100 architectural model people from ebay and give them the appropriate paint job.

I have seen someone use those plastic people designed for railway model layouts. Not sure on the exact scale but they're generally just figures of people standing around doing nothing. Most are prepainted too. Whoever it was just dirtied them up and added blood and green ooze to them. Based on mass they looked excellent….really gave a World War Z feel to them.
