Does anyone know if any company makes mine heads (i.e.) the framed towers and turning wheels in either mdf or plastic?

I'm looking for some for a Space 1889 Mars mining camp project. If not does anyone know of suitable bits for conversion?

Should be easy enough to scratch build. Try using wooden coffee stirrers …

Not sure what scale you're after.
They are available in HO scale , good for 15mm or possibly 20mm

I am fairly certain another mdf producers did one in 20mm that allegedly was suitable for 25/28mm.

Can't find it to hand at the moment.

if it's an exploratory mine, I'd buy an HO scale model, as being a bit undersized is OK.

I'd go with an O scale piece for an industrial production mine.
