I am restarting game nights for the History Club and Zombie Survivalists' Club at the campus at which I teach. Does anyone know of a good set of rules for a RPG set in the Victorian Period (late 19th century) or the early 20th century (1900 -1930). I am not interested in a science fiction setting, but I would like one that combines rules covering modern weapons (revolvers, rifles, etc.) with elements of the supernatural. Also, I hate PDF rules. I would like a set of rules that actually come in book form. If possible, could you also give me a brief review of these rules based on your experiences.

A horror based set of rules where players take on the role of envoys,members of a secret organization known as S.A.V.E. that tracks down and eliminates evil in the world.

I think this fits the bill for you group, had some really immersive games with these sets of rules. If you go with these rules please put me on the "keep him informed of whats going on" list as I would love to follow the adventure as it goes along!

You could find the rule book on ebay or drive through rpg perhaps

Call of Cthulhu would do for both periods (Cthulhu by Gaslight is the Victorian version, unless they've renamed it), but the Supernatural is Cthulhoid, not Ghosts and Fairies (or vampires and werewolves).

Cthulhu by Gaslight is a great resource, even if you use another system for the actual game.
