Want to make some parking lots/building bases in 15mm, around 8"x8" or 12"x12". Was hoping for flexible, but vinyl material at that small a size may not stay flat well.

My idea was to do the same thing when making my vinyl custom mats. Using Krylon Make it Stone as a base spray for texture, spraying it base color (in this case black), then db with charcoal and dark gray. Just wondering what (relatively thin) material will hold up well to the spraying and keep it's shape? Will styrene in .040 or another thickness work?

Have you thought of trying self stick vinyl floor tile? That might work by spraying the Krylon stone on the sticky side.

Have you looked at HO model railway road systems
You can get a thin self adhesive car park which can be stuck to your flexible backing.
