Does anyone make these in 28mm or are there any sets out there that can be easily converted? 1096/1st Crusades era

Bottom line- no; and none that you could be "easily converted".

Edit: actually, with head and shield swaps you could make use of Gripping Beasts Arab Heavy Cavalry. Finding plastic torsos in lamellar or quilted armour for infantry are a little more difficult.

Not quite right but a definite maybe – have a look at Fireforge Russian infantry, available later this month.

Agree about the suitability of the GB Heavy Arab horse.

The Russians look good will pick up a box of them. I think with the addition of different heads and kite shield the Arab light cavalry would also work.

Conquest Games Norman cavalry might be useful. They have some quilted armor types and you could use them straight up for Latinikon troops for the Crusader time period.

I was looking at them was thinking of adding kite shields heads from Russians and darke age sets, but not too sure

Check the Plastic Soldier Review site, there are two sets of Byzantine infantry there.

Those sets listed are, sadly, 1/72 or 20mm. Much too small for the OP's needs.
