Of course, if you are doing WW2 you could convert a GI. A tack head should do for the shield.

Nothing small that I know of beyond the 25mm & 35mm ones here…

There was the TSR Marvel Super Hero's set that had Cap.

I made mine from an Essex US infantry man advancing. I wanted him to be as when he went on the raid to rescue the POWs in the movie so he is wearing an A2 leather jacket, M43 trousers a pistol belt and holster, carrying a 45 in his hand and the shield as in the movie. You can see him here, the second picture down.

There was a short lived "rival" to Heroclix called Marvel Battle Dice. The figures were about 15 mm to 25 mm depending on the character depicted though not always accurately. The basic set is still available for crazy prices on Amazon and does include a pre painted Captain America. Ebay is more likely to have one or more available for a reasonable price
