Does the rule book include rules for multiple ships fighting each other or multiple players on each side. If not, how hard would it be to have multiple players. I understand each player would need their own set of action cards and dice. But would it slow down the game too much and get too confusing.

There will be some basic rules for multiplayer games. They are especially fun when using ships :)
