I need a lot of cheap shields in 28mm; doesn't really matter the shape, so long as they're cheap and can be bought in bulk. I need at least fifty.

Walk up to the checkout – any checkout, any shop. Grab a big handful of their storecards/loyalty cards/whatever – smile nice, volte face, use those suckers for EVERYTHING.

If possible find someone who has used Wargames Factory Persians , each sprue came with two shields and extra sprues of other shields in the box. At most only about 1/3 of them ever get used, the rest would sit idle . Nice sculpted detail for wicker shields

Check out Old Glory 25's…I bought about 75 Dark Age/Viking shields from them and was pretty inexpensive…considering the OG Army discount.

I'd suggest using popsicle sticks:

1) drag a blade screwdriver over the flat surface, to score it randomly;

2) cut it into properly sized pieces, with oddly angled cuts, maybe make them rough, or even splintered along the top/bottom edges;

3) 'paint' them with Minwax Polyshades Urethane Stain Satin Finish, using either Royal Walnut (dark, muddy brown color), or perhaps even Tudor (black);

4) if you prefer, matte coat them to dull the shine, then glue them in place.

You can add horizontal lines, small point-dents, to simulate nails, or whatever else strikes your fancy. After they are stain-varnished, these textures will show up nicely. Cheers!
