I have created a VASSAL module here link
That has none of the rules or specific content for Bolt Action but could be used to play WW2 skirmish games with ranges in inches,D6 use, templates, a chit draw system and individual soldiers and vehicles. The set up includes models for Germany, Russia and the UK up to late 1942 although not all options are included. Please report on any issues in the use of this for solo or on-line play.
