I received a notice of delivery from the USPS on an eBay package delivery on Friday. Apparently someone took the package from my front porch while no one was home. I contacted the seller and he said the shipping included the standard $50 USD insurance. Can anyone tell me whether I or the seller needs to make the insurance claim? Also, since it's a federal offense to steal mail, should I request an investigation by the USPS?

The seller has to make the claim. But yes talk to your post master and or local police station. At least fill out a report.

Sadly, a common thing these days is to just follow a UPS/Mail truck and watch for specific kinds of deliveries to steal…

Unfortunately that is true. We recently had a pair arrested here in the Jackson, Miss. metro area for doing just that. Several homeowners' video security cameras caught them in the act which led to the arrests. I almost always have my packages sent to my work address, but after June 30 I won't have that option as I'll be RETIRING!!

Shipping to work is a good idea.

I have a friend who has stuff shipped to me (I live in a building with a package room) but mostly because he travels.

Update is that, after checking with the supervisor at my local sorting office and speaking to my postal carrier, it's confirmed that the packages were definitely stolen. I talked to the police and even though it's interfering with the US Mail, it's only a misdemeanor. Bad news is that the automatic $50 USD insurance can only be claimed if the USPS loses or damages your package. Once it's delivered it's your responsibility.
