My bases for 15mm figures are partially flocked with electro-static grass and 6mm grass tufts.

Bushes which are placed on irregular or kidney shaped bases serve as scatter material.

I'm usually in the static grass and tufts school when it comes to 15mm basing systems but I used bushes and tree foliage on these Pre Feudal Scots link
