I know that Battlefront has some new packs in their line. Legions East's figures seem to be unavailable now. The Resistant Rooster line are apparently very big for 15's. I'm looking to fields several platoons of Finns wearing the white snow suits. Battlefront's figs. look to be wearing the soft German caps in some cases (I forget what they are called, but I don't think that they are accurate for Winter War uniforms). Any help would be appreciated.

The field cap was domestic design from inter-war era, not German product.

They might not make for ideal headwear in the wintertime, but in Winter War uniformity was pretty limited – many men actually fought with civilian clothing beneath their snow suits, since there was not sufficient supply of military uniforms in store to clothe all.

The Eureka Finns are listed as being 20mm scale, so bigger than I want to go. I'll probably use the BF figures if nothing better is available in 15mm.

I had Finns for Flames of War and your description of the three available ranges is spot on. RR are huge.

The Finns are in the FOW supplement, "Rising Sun". It covers them for The Winter War and the Continuation War.

QRF has a few things but otherwise it's only those already mentioned in the OP for 15mm.

Unfortunately by combining Winter War and Continuation War FOW lists in a small book they allow some anachronistic combinations and leave out some detail.

The Legions East figures are okay but some of the poses are a bit awkward looking.
You did get a lot of kit in the packs though.

This is true, the Finnish choices for forces in "Rising Sun" could result in some "only in your dreams" unrealistic forces for the Winter War period.
