Does any such thing exist?

For example, is there an app where I could create a deck suitable for a TooFatLardies game which I could use instead of printing out my own?

cardwarden for IOS but it might be simpler just to make up the cards

I started one but it really ended up being easier to buy card sleeves for a regular deck of cards, a deck or two of cards, print out the custom elements on regular paper and sleeve them in with the cards.

An app seemed like a good idea but in actual usage it is more work than just using cards. Especially for Lardy sets where decks are split between the draw pile, the discard pile, and the not yet in use pile – of which the last ones I like to hand to the players and tell them to hand these to me when the forces they represent are deployed.

Take a look at flash card apps, specifically the ones that allow randomization and removal of cads (as learned).

I use Corel Draw and make decks of specialized cards all the time. I print them out on stiff paper. Works fine.
