I've never used contact cement, and have had great sucess with Alene's Tacky Glue. Depending on the size of the building, I either dont't base it at all or use heavy card (comic book backer boards)

Do you have the Dave Graffam publication about putting together card buildings? It is free at Wargame Vault.

They suggest an UHU liquid glue pen, though there are lots of UHU products, and I'm not sure which it is. They also recommend Aleene's Tacky Glue, or similar, and I bet that's what you have. So I bet you've got something fine.

I haven't really thought about basing yet.

I use white glue equivalent to Elmers, and 200 gsm card stock. The key is to use very little glue and spread it thin, maybe with a brush. If the glue is "liquid", the water will come out of the glue into the paper, warping it.

I use a glue stick. Cheap, instant hold. Lasts a long time. No fumes.

I've heard that wood glue is good because of a lower water content than white glue, but I suspect tacky glue is semi-dehydrated white glue.

Contact cement is a really nasty rubber-cement sort of adhesive. It is abominably vile to work with. The primary reason to recommend it would be that it does not shrink when it dries and is flexible, but there's other things that fit that description.

The instructions said to use contact cement, not a water-based glue. I usually use Elmer's Glue for paper stuff,

Elmer's Glue is water based.

I have used wood glue, aside from the cap coming off once and about 2 ounces of glue drowning my project, have never had a problem with it.

The best glue of all for paper or card, bar none, is Roket Card Glue by Deluxe Materials. It's readily available in the US – check out the distributor's list on the web site.

It's not cheap but a bottle lasts a long time. It will totally revolutionise the way you can work with card. I guess it's like superglue for card, paper and balsa. It'll bond card to plasticard as well. It grabs and bonds in seconds and dries rock hard. No more waiting for glue to dry or having to put books on bits of glued card overnight. Having used this exclusively for all my card buildings I wouldn't bother with anything else. They even give you an ultra fine nozzle that will allow you to put down very little glue. You hardly need any this stuff is so strong. It dries so fast that you can keep working through a project – as I work I often pop in lots of extra stiffening and strengthening pieces as it's such a nice way to work. I've not had any surface warp either.

I'm not linked to the company in anyway just an amazed and very happy customer. The local model shop where I bought it told me that they sell stacks of it to folks making up pre-printed card model railway buildings.

I have had great success with uHu glue and use it exclusively, it has never warped the cardstock and maintains a firm hold.
